In 2018, EU governments and institutions struck a historic agreement introducing what many hailed as the world’s most ambitious set of laws and targets to boost recycling and cut waste.

During this Regional Networking Roundtable we will focus on circularity of packaging across municipalities and regions within Europe. The idea of the roundtable is to inform about initiatives and point out opportunities, create a community and provide an opportunity to discuss challenges and opportunities, therefore ample time will be available for discussion. All of this will be discussed in the light of the EU circular economy package.

This roundtable is an initiative of several European ISWA members, and is intended for a European audience.

Efforts to increase the recyclability of packaging in Austria by Dieter Schuch, Altstoff Recycling Austria (ARA)

By the end of November 2022 the EU Commission introduced the proposal of a new EU Packaging Waste Ordinance. Among other things one focus are new obligations and definitions of packaging to be recyclable from 2030. Altstoff Recycling Austria (ARA) – Austria’s leading EPR scheme for packaging waste – has been offering the service “ARA Circular Design – Design for Recycling” for around 5 years to it’s clients to prepare them for the future challenges. The presentation gives an overview of the legal background and status regarding “recyclability” in Austria as well as the corresponding services offered by ARA: evaluation of recyclability via IT tools, certification via individual laboratory assessments and analysis of potential optimizations. For all services ARA is cooperating with external research partners as e.g. the Geman Cyclos-HTP institute and OFI (Austrian Research Institute for Chemistry and Technology) to ensure transparency and independence for it’s clients. In addition, ARA is involved in a number of scientific research projects to improve the recyclability of packaging and to close material loops.

What prevents packaging from circularity and how to deal with it by Ola Ronæss, Circular Packaging Cluster

Today, the packaging sector is far from circular. To the loss of the environment, our resource base and to the bottom line. Cluster Manager Ola Roness leads a business and innovation cluster that identifies blockages and solutions moving the packaging sector from a linear to a circular economy. The Circular Packaging Cluster consists of commercial FMCG producers, packaging producers, innovators, start ups, R&D organisations and has the Norwegian Government`s support for innovation and development as contribution to a circular economy. Ola will explain how the cluster works, highlight key findings regarding blockages and point out a route toward a more circular systemic flow for the packaging sector.

Biography

Dieter Schuch is a graduate of the University of Natural Resources and Applied Life Sciences of Vienna. He began
his working career as project manager in the field of remediation projects for contaminated sites. In 2004 he
joined ARA AG, one of Europe‘s leading EPR schemes for packaging wastes as project manager in the Technics
and Consulting department.
Since 2008, Dieter Schuch is head of the department Research and Development. He is responsible for analysis
and monitoring of material flows of packaging waste, internal and external reporting, classification of packaging
materials, evaluation of the recyclability of packaging as well as R&D with focus on optimization of collection,
sorting and recycling of packaging waste.

Key expertise: Competition strategy, growth and business development, collaboration, innovation, branding, conceptualization, circular economy and circular business models, organizational development, and sustainability. Ola has worked with several major development and restructuring tasks in both private business and in public enterprises. Biography

Nancy Strand works as senior advisor in the Norwegian national member, Avfall Norge, the Norwegian waste management and recycling association. She recently stepped down after seven years as CEO, and before that she worked as general manager for LOOP, a foundation that fosters better recycling habits. In 1990 she founded one of Norway’s first environmental consultancies, and has worked to coordinate business concerns with environmental efforts throughout her career. She holds a degree in Business Administration from the Norwegian Business School, and Environmental Resource Management from the University of Southeast Norway.

In 2020 she was elected as ISWA’s Treasurer.

Arne is managing partner at ecoconsultants an Austrian consultancy focussing on environmental engineering consulting in general and waste related consulting and expert`s services in particular.

He has been active within ISWA for the last 20 years, lately he has been responsible for the relocation of the ISWA General Secretariat from Vienna to Rotterdam as Interim Managing Director from 2018 – 2019. In his role as associate editor of ISWA`s journal Waste Management & Research he was an active part of the editorial group for 15 years and has been promoted to Editor-in-Chief in 2019.
