Clean Ocean through Clean Communities (CLOCC), owned by Avfall Norge with ISWA as the implementing partner, aims to reduce marine plastic pollution through improving waste management in countries with high plastic and waste leakage.
In 2021 CLOCC has focused on collaborating with local authorities, village leaders and organizations in Banyuwangi, Indonesia, to create sustainable and efficient waste management plans. CLOCC has been using the Integrated Sustainable Waste Management (ISWM) approach to waste management.
ISWM emphasises the importance of involving all stakeholders, and gathering a strong data baseline as the foundation for the waste management plans. Therefore, CLOCC has been conducting an extensive data collection to map how much waste is generated, different fractions and waste flows.
The study, undertaken in cooperation with CLOCC’s local partner InSWA (Indonesia Solid Waste Association), found that 853 tonnes of waste is generated daily in Indonesia’s Banyuwangi regency. Over 78% or 666 tonne per day is leaking into the environment, through burial, burning, disposal on waste ground or into water bodies.
To validate the findings from the baseline data, CLOCC held a two day workshop with stakeholders in October in Banyuwangi. Now working groups are discussing the topics waste collection; waste treatment and disposal; reduce, reuse, recycle; inclusivity and financial sustainability.
In the upcoming months the CLOCC team hopes to see a waste management plan for Banyuwangi that will create a safe and environmentally and financially sustainable waste management system.

CLOCC’s GOALS
The goals are to prevent and significantly reduce marine litter and microplastics pollution (SDG 14.1), through improved municipal solid waste collection and controlled management of waste (SDG 11.6.1) and increased recycling of suitable materials (SDG 12.5.1)
CLOCC’s APPROACH
CLOCC’s approach is an Integrated Sustainable Waste Management (ISWM) framework. This is a highly participatory process where the stakeholders make decisions and choose the systems that meet their needs.
We believe that shared knowledge can build capacity within local authorities and stakeholders in charge of waste management.
