Qualifications and experience
SWANA is looking for a visionary and transformational leader with:
- A minimum of 10 years of senior-level executive management experience in a professional association and/or within the solid waste and resource management industry
- Experience with a highly visible non-profit organization.
- A champion of Diversity, Equity, Inclusion.
- Knowledge of finance, budgeting, marketing, and not-for-profit governance.
- Leadership and management experience in a hybrid work environment.
- Experience in developing the strategy that drives an organization’s membership recruitment, retention and engagement, including focusing on ensuring that the next generation sees value in an organization.
- Entrepreneurial mindset and experience in creating a more significant impact with available resources.
- Proven experience in strategic planning, setting annual goals, execution, and accountability for results.
- A Certified Association Executive (CAE) designation and/or knowledge of and connections within the solid waste industry are desirable.

The USAID funded “Vietnam Action Against Plastic Pollution” Activity (the Activity) is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders’ power, promoting the creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source and prevent plastic pollution in our oceans. Three main objectives of the Activity are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single Used- Plastics-Products (SUP) reduction measures and (iii) supporting the development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM).
The Vietnam Action Against Plastic Pollution Activity will be implemented by a consortium of Chemonics International inc., Center for Marinelife Conservation and Community Development (MCD), Centre for Supporting Green Development (GreenHub) and E-Policy from 2022 to 2027.

Purpose of Assignment
The purpose of this short-term assignment is to provide technical support to VAAPP team during the project design and implementation, including the support to the formulation and implementation of the national and sub-national policies and action plans on SWM and plastic waste reduction.
A. Specific Tasks/ Responsibilities
The Waste Management Consultant will be responsible for:
Providing technical inputs on enhanced waste management practices based on prioritization of identified constraints to increased solid waste collection, management, and recycling, as well as reducing plastics leakage to the environment
Help design, review and quality control of waste separation guidelines, technical reports, assessments, policy recommendations prepared by VAAPP
Provide advice on SW treatment technologies, standards, protocols, and practices that are suitable for the country/ region’s context; quality control for input/ output materials for recycling facilities and material recovery facilities (MRF)
Work with team and beneficiaries in defining and addressing technical and management capacity needs and financing approaches to support improved sustainable waste management/recycling, integrating private sector actors and the informal sector
Provide advice on strategies and options for ISWM action plans, Single Used Plastics (SUP) action plans and demonstrated models, EPR initiatives among others
Provide orientation training to technical leads, SWM specialist and VAAPP’s local partners on SWM, as needed.
Conduct regulatory reviews, policy briefing, policy recommendations as required on SWM, plastic management
Share international experiences on SWM to the environmental management professionals, environmental state management agencies in Vietnam
Participate in meetings, or field visits as needed.
B. Period of Performance, Key Deliverables and Estimated Level of Effort
Key deliverables include:
A report at the end of the assignment summarizing the observations and analysis, with policies and recommendations for further action by VAAPP.
Short-course training materials, if provided.
C. Location of Assignment
This assignment will be a remote assignment with anticipated travel to Vietnam if needed
D. Supervision and Reporting
The SWM consultant will report directly to the Chief of Party

Purpose of Assignment
The purpose of this short-term assignment is to provide technical support to VAAPP team during the project design and implementation, majority remote, including the support to the formulation and implementation of the national policies and the public/private led initiatives on Extended Producer Responsibilities.
A. Specific Tasks/ Responsibilities
The EPR expert will be responsible to:
Help identify and design specific system (s) covering plastic containers based on international experience and lessons learned and the three existing schemes in Vietnam (IPR, PRO, VEPF)
Support capacity building needs assessments and plans for national and local officials in EPR, under the existing and emerging EPR governance structure including the EPR Office and EPR Council
Help define priorities for government action in EPR based on the current policy framework, capacity, and political economies, and recommend and support policy changes as appropriate; collaborate with VAAPP partner e-Policy on this and other relevant tasks
Help define priority EPR elements required by specific schemes including assessing the plastics value chain including informal actors, enhancing data and information (e.g., producer/recycler register, EPR Portal), capacity, financing arrangements, monitoring
Provide technical input on waste management practices that promote waste separation and plastic recycling and reuse.
Provide review and quality control of waste separation guidelines, EPR related reports, training plans, feasibility studies, technical assessments, policy recommendations prepared by VAAPP and its consortium partners.
Provide quality control for input/ output materials for recycling facilities, including suitable design for the infrastructure and technologies, for Material Recovery Facility (MRF) if required.
Provide orientation training to technical leads, SWM, Private Sector Engagement specialist and VAAPP’s local partners on EPR.
Participate in meetings or field visits as needed
