The zero-draft text of the international legally binding instrument on plastic pollution, including in the marine environment has been released by the INC Chair Gustavo Adolfo Meza Cuadra. The draft will be negotiated in the third session of the Intergovernmental Negotiating Committee scheduled in Nairobi, Kenya from November 13-19.
This represents a major development in the process of developing the treaty as the document compiles the input of delegations and institutions as stakeholders and will be the base for the further negotiations.
ISWA has been working on providing inputs to the treaty in a coordinated manner through the ISWA Plastic Treaty task force. Specifically, the task force has produced a document on the key elements for a legally binding treaty released during the previous INC meeting in Paris. ISWA also hosted an important side event together with the French Solid Waste Partnership, ASTEE and the French Water Partnership.
More recently, the task force has provided input on the principles and scope of the treaty as part of the intersessional work that also has contributed to the development of the zero draft. The ISWA task force has launched a consultation with the expert group of ISWA consisting of around 40 experts in the network and consolidated the input with the supervision of the advisory board of the task force.
The waste and resources management industry plays a key role in delivering the objectives of the treaty and it is imperative we have an organised voice and input towards the process. ISWA is working actively to ensure that the perspectives, experiences, and technical expertise of our more than 50 years old association are considered.
